Energy Savings estimates have always been debated vigorously by the industry, and have typically resulted in an agreed upon set of deemed savings formulas or lookups depending on the
specific measure. Each jurisdiction has issued its own manual to estimate and claim both demand and energy savings. For example, the Pennsylvania Public Utility Commission has issued
its Technical Reference Manual that outlines the savings calculations agreed by the various stakeholders. eCalc offers the ability for the user to convert these manuals into an online format
for use by planners, implementers, inspectors and evaluators.
